Project Description：

Although Belize’s labor market recovered rapidly after the pandemic, fast-growing sectors such as tourism continue to face shortages of skilled labor. Meanwhile, women, youth, and migrants continue to face greater barriers to employment and lower labor force participation.

The Program consists of two components:

1. Improving services that promote access to the labor force of the general population, while providing specialized support to women, youth, and migrants. Key activities include developing service models for job seekers and employers, strengthening employer engagement, building the capacity of employment service staff and introducing performance management, providing tiered entrepreneurship training and support in areas with limited wage-employment opportunities, and developing an integrated digital platform to improve job matching, labor market information and analysis, and the efficiency of the Ministry of Labour’s internal service management.

2. Increasing skills supply through relevant and quality-focused training in priority sectors. Training covers business process outsourcing, tourism, the green and blue economy, advanced digital skills, and childcare services.

Project Objectives：

To increase the supply of skilled labor in Belize, especially among women, youth, and migrants, and contribute to economic transformation and poverty reduction.

Executing Agency：

Ministry of Finance, Investment and Economic Transformation, Civil Aviation and E-Governance (MoFIETCAE)

Ministry of Immigration, Labour and Governance (MoILG)

Implementation Arrangement：

The loan is co-financed with the Inter-American Development Bank (IDB), which supervises the activities financed by TaiwanICDF.

MoFIETCAE is the Executing Agency of the Program and implements the Program in collaboration with MoILG.

MoFIETCAE is responsible for all aspects of program management, including planning, budgeting, accounting, procurement, application of social and environmental safeguards, monitoring, and progress reporting.

MoILG is responsible for coordinating the implementation of all technical activities, providing technical inputs, and reviewing the technical soundness of the outputs.
