Project Name:Garlic Industry Value Chain Incubation and Development Project in the Philippines

Project Description:

This project supports the “Agricultural Technology Incubation and Resilience Development Program” to incubate and guide upstream and downstream businesses in the Philippine garlic industry value chain. It provides Taiwanese companies with investment opportunities and channels in the Philippines, enabling suppliers of high-quality garlic varieties, small-scale agricultural machinery, intelligent storage environmental control systems, and food processing equipment to enter the Philippine market. The project will: a. Optimize garlic production materials and strengthen cultivation technology. b. Incubate and guide garlic industry  value chain enterprises to help farmers establish businesses or transform existing operations.

Project Objectives:

Enhance the competitiveness of the Philippine garlic industry, with the goal of increasing the net production profit of garlic farmers in Ilocos Norte and Batanes by 20% by the end of the project.

Current Progress:

As of the end of June 2026, the key achievements of this project include:

  1. Successfully obtained the garlic seed bulb import permit, completing the critical preliminary phase for introducing high-quality germplasm.
  2. In line with the secured garlic seed bulb import permit, the first stage of the variety comparison trial is scheduled to launch during the second-half sowing season.
  3. Conducted 2 train-the-trainer workshops, 5 seminars/training classes, and 2 advanced talent training workshops.
  4. Provided on-site technical consultations in conjunction with the trial operation of the Garlic Incubation Center and training seminars/workshops, serving a total of 159 person-times.
  5. Launched the trial operation of the Garlic Incubation Center, attracting over 100 visitor-times in total.
  6. Organized 1 workshop on black garlic production using rice cookers, continuing to advance the R&D and standardization of core processed products.
  7. Scheduled to hold a large-scale investment promotion event and Garlic Festival in the second half of the year, timed with the garlic harvest season and incubation achievements.
  8. Selected and provided deep-level mentoring to 10 key farmers through the Sagut ti Bawang program, delivering comprehensive industry consulting and customized coaching.
  9. Completed subsidy agreements with the 10 farmers selected under the Sagut ti Bawang program, formally launching production and marketing diagnostics alongside incubation guidance.
