Project Name:Rice Industry Value Chain Incubation and Development Project in the Philippines

Project status:Projects in Operation

Project Description:

This project is aligned with the Philippine government’s rice self-sufficiency targets and introduces an incubation and development framework for the rice industry value chain. It aims to support the upgrading and transformation of the integrated production and marketing system covering both upstream and downstream sectors of the rice industry.

In collaboration with the International Rice Research Institute (IRRI) and Isabela State University (ISU), the project will apply research outcomes to provide integrated services for the validation of production technologies and business models. It will also support business transformation and new enterprise development across all stages of the value chain, including seedling production, cultivation, post-harvesting, as well as the utilization of agricultural by-products. The scope of implementation includes: (1) establishing a rice industry incubation guidance system; (2) industry chain incubation and guidance.

Project Objectives:

Integration of the rice industry chain in Isabela and Cagayan, with at least a 12% increase in output value for the upstream and downstream incubation groups (4 businesses and core guided households covering 500 hectares).

Current Progress:

As of the end of June 2026, the key achievements of this project include:

  1. Completed the establishment of the Incubation Center and displayed an integrated rice seedling nursery model in the exhibition hall for educational training and demonstration purposes.
  2. Guided 5 agricultural cooperatives to improve their seedling cultivation technologies, leveraging the Incubation Center platform to assist with technology transfer and project onboarding.
  3. Site selection and matchmaking for demonstration fields are currently underway in coordination with the improvement of cooperative seedling technologies.
  4. Preparations are ongoing for relevant training courses and the selection of candidates.
  5. Conducted 2 train-the-trainer sessions and 6 farmer training sessions.
  6. Provided technical consultations to farmers, reaching a cumulative total of 140 person-times.
  7. Continuously negotiating cooperation details with Isabela State University.
  8. Completed the fabrication and display of the "Integrated Nursery Model," and assisted 5 cooperatives in enhancing their seed-nursery techniques.
  9. Conducting preliminary field data collection and planning for the "Integrated Rice Irrigation Zone Planning and Design."
