USAID and TaiwanICDF Advance National Cybersecurity Strategy Development in the Pacific Islands Region

The United States Agency for International Development (USAID) and the Taiwan International Cooperation and Development Fund (TaiwanICDF) jointly organized a training on the development and implementation of national cybersecurity strategies in the Pacific Islands region from March 27 to 29, 2023. The training addressed critical applications, best practices, and lessons learned in e-governance and cybersecurity drawn from regional experiences.

In addition to the United States and Taiwan, representatives from seven Pacific Island countries (Fiji, Nauru, Palau, Papua New Guinea, Republic of the Marshall Islands, Tuvalu, Vanuatu) attended the Workshop on National Cybersecurity Strategies and Regional Cooperation in Preparedness and Response, held at the University of the South Pacific in Suva, Fiji.

“Good governance and cybersecurity are areas of strategic importance to the U.S., Taiwan, and the Pacific Islands region. Building capacity in cybersecurity through well-designed peer learning and information exchange supports the digital transformation journey of Pacific Island countries,” said USAID Deputy Mission Director for the Pacific Islands Betty Chung.

Of the countries in attendance, only Vanuatu has a published national cybersecurity strategy (NCS), while other countries have strategies in various stages of development.

“ Combining interactive exchange and hands-on exercises alongside enriching discussion among country representatives is an important way to support countries on their NCS journeys and improve coordination in the region,” said Alex Shyy, Deputy Secretary General of TaiwanICDF.

This workshop was held under the auspices of the American Institute of Taiwan and the Taipei Economic and Cultural Representative Office Memorandum of Understanding (MOU) on development and humanitarian assistance. Under the MOU, USAID and TaiwanICDF are co-developing and delivering joint assistance to Pacific Island countries to advance shared development priorities such as good governance, cybersecurity, health, food security, and climate resilience.
