Applications for the 2023 International Higher Education Scholarship Program of the International Cooperation and Development Fund (TaiwanICDF) will be accepted from January 1 to March 15, 2023. The program will provide scholarships to 200 students from Taiwan's partner countries to study in Taiwan.

This year scholarships will be provided for 33 bachelor, master's, and doctoral programs, including science and engineering, agriculture, public health and medicine, business and management, and tourism and hospitality. TaiwanICDF has compiled a manual for scholarship applications and electronic posters for Taiwanese embassies or representative offices to use for promotion in order to encourage outstanding students in partner countries to apply for a scholarship from TaiwanICDF. 

A total of 2,816 foreign students have benefited from the International Higher Education Scholarship Program since TaiwanICDF first implemented it in 1998. Most of the students that received the scholarship have become middle and high level government officials, or hold important positions in the private sector or academia after graduating and returning to their country. Some students even became ambassadors to Taiwan. TaiwanICDF hopes to assist partner developing countries cultivate high level talent for policy planning, technology, and management through the Program. Additionally, studying together with foreign students will broaden the international perspectives of domestic students, and further assist the socioeconomic development of partner countries, while also driving the internationalization of higher education in Taiwan.
