Project Description:
The loan is structured as policy-based lending with the aim of providing fast-disbursing financial resources as budget support to help finance the efforts of the Government of Honduras to contain the COVID-19 pandemic and mitigate its impact on vulnerable groups and the economy of the country.
The funds are used to finance 10 policy actions that are divided into four pillars:
1. Supporting macroeconomic stability: includes government actions to strengthen the country’s macroeconomic framework, with measures that stabilize the economy during and after the COVID-19 crisis.
2. Enhancing the capacity to prepare for and respond to the COVID-19 pandemic: consists of measures for the prevention, dictation and treatment of COVID-19.
3. Protecting vulnerable groups and employment: targets actions providing economic relief to the population and workforce affected by the COVID-19 crisis.
4. Promoting economic reactivation: creates incentives to boost the country’s productivity, job maintenance and creation, and economic growth.
Project Objectives:To support the policy actions and measures pursued by the Government of Honduras to confront the COVID-19 pandemic.
Executing Agency:
Central American Bank for Economic Integration (CABEI) / Ministry of Finance of Honduras
Implementation Arrangement:
1. The TaiwanICDF enters into a loan with CABEI. CABEI uses the loan proceeds to lend to the Government of Honduras.
2. The Ministry of Finance of Honduras is responsible for the implementation and provides reports to CABEI periodically. The progress of the development indicators corresponding to the policy actions will be monitored by CABEI.
