Project Name:Belize Urban Resilience and Disaster Prevention Project

Project Description:

Belize suffers from the threat of extreme rainfall due to climate change. The low-lying coastal plains as well as its densely populated areas endure the worst impacts, causing the loss of lives and property. In order to minimize the impact caused by extreme weather, the Government of Belize and San Ignacio/Santa Elena town council hope to have assistance in the use of the Geographic Information System (GIS) so as to enhance the capabilities of Belize in the application of technology to reduce disasters. This project is based on the types of natural disasters in Belize and existing software and hardware conditions of its disaster prevention units, to assist in marking out the potential flood areas and strengthen monitoring, as well as establish an early warning mechanism for floods. Capacity building and training courses will also be included so as to enhance the technical capabilities of Belize’s disaster prevention and protection units.

This project will assist the Belizean government in the use of GIS technology to establish an early warning system and improve flood preparedness and disaster response efficiency, as well as carry out infrastructure improvement at the demonstration site. It is expected that the warning system will be integrated into the country’s disaster prevention and rescue system and substantially reduce the loss of life and property caused by floods in Belize. The main content of this project will include:1. Strengthen overall flood preparedness and prevention and update basic maps.2. Apply advanced monitoring techniques.3. Flood control in Flood-prone Area.4. Raise awareness and knowledge of disaster prevention.

Project Objectives:

1. Strengthen overall flood preparedness and prevention and update basic maps.
(1) Complete the production and updating of the nine sets of theme maps and information for San Ignacio/Santa Elena (hereinafter abbreviated as the twin towns).
(2) Establish (Update) digital elevation model (DEM) for the twin towns.
(3) Mark out (Update) the potential flood areas of the twin towns.
(4) Set up one set of flood disaster response operating standards.
(5) Assemble a cross-departmental flood disaster rapid response team and train six professional technicians.

2. Apply advanced monitoring techniques.
(1) Monitor the potential flood areas in the twin towns.
(2) Set up one flood early warning system.
(3) Complete one vulnerability and risk map for the twin towns.
(4) Conduct three courses on flood disaster prevention.
(5) Conduct training courses for 60 people.

3. Flood control in Flood-prone Area.
(1) Propose suggestions for improvement in flood-prone areas.
(2) Improve the structural measures.

4. Raise awareness and knowledge of disaster prevention.
(1) Organize three disaster prevention promotion activities.

Executing Agency:

Current Progress:

To the end of March 2022, the following activities have been completed

1.    Update the measurement data of river cross section of National Hydrological Service.

2.    Update cadastral maps, land use maps, road maps, river maps, watershed maps, topographic maps, bridge maps, public facilities maps, inundation potential maps.

3.    Update the DTM with a resolution of 12.5X12.5 meters.

4.    Complete the inundation potential simulations of San Ignacio and Santa Elena.

5.    According to rainfall data and hydrological data, complete the 12-hour rainfall from 50mm to 300mm flooding potential map.

6.    Complete a set of flood risk maps.

7.    Completed 5 sets of water regimen monitoring stations equipment.

8.    Complete a set of the early warning platform system for flood disaster.

9.    San Ignacio and Bullet tree village flooding improvement project construction started

10. Complete the preliminary investigation of standards for flood response operations, and make suggestions for improvement.

11. Completed 1 disaster prevention inter-ministerial response team training in Taiwan.

12. Held two online disaster prevention education training and one on-site in Belize.

13. Investigate in Belize for community disaster prevention planning.

14. Completed flood improvement in San Ignacio urban area, construction of a 532-meter-long drainage ditch and a 20-foot-long drainage culvert.

15. Complete 3 project results announcement activity.

Projected Benefits:Integrate the flood early warning system into the disaster prevention and rescue system of the Government of Belize, shortening the related work process by more than 30 percent at the end of the project.
