Project Name:Taiwan Youth Overseas Service

Project status:Projects in Operation

Cooperating Country:Kingdom of Eswatini, Fiji, Marshall Islands, Palau, Tuvalu, St. Christopher (St. Kitts) and Nevis, St. Lucia, St. Vincent and the Grenadines, Belize, Guatemala, Paraguay, Somaliland

Project Description:In order to expand the international perspective of Taiwanese teenagers and make good use of national resources to advance international development, the Ministry of Foreign Affairs began to study the feasibility for outstanding teenagers to participate in overseas technical and medical missions and projects as alternatives to military service during the 1990s.

Following approval by the government in 2000, the Taiwan Youth Overseas Service was implemented in 2001. Contents of the program include:

‧Survey of needs
1.Investigate the needs of technical and medical missions for conscripts with specialized skills .
2.Submit the missions’ requirements to the Ministry of Foreign Affairs. If approved, submit to National Conscription Agency, Ministry of the Interior for approval.

‧Recuitment, selection and dispatch of conscripts
1.Hold recruitment and promotional events.
2.Data review with the Ministry of Foreign Affairs.
3.Assign conscripts to the country where they will serve.
4.Dispatch conscripts.

‧Four-week professional training

‧Management of administrative affairs relating to conscripts’service

Project Objectives:‧Expand the international perspective of Taiwanese teenagers.
‧Enhance civilian-based diplomacy.
‧Give back to the international community and expand international cooperation.
‧Improve the skills and know-how of young Taiwanese men for cultivating a talented pool of human resources for Taiwan’s development work.

Executing Agency:

Taiwan Technical Mission in the Kingdom of Eswatini,the Republic of the Marshall Islands,Palau,Tuvalu,Nauru,Fiji,Saint Vincent & the Grenadines , Saint Kitts and Nevis,Saint Lucia, Belize,Guatemala,Somaliland and Paraguay.

Current Progress:

To the end of May 2023, the following activities have been completed: ‧To date (22th group), 1,641 servicemen have been dispatched to overseas Technical Missions since 2001. ‧Seventy-eight servicemen (23th group) will be dispatched in October.
