Project Name: Renewable Energy Policy Consultant-dispatching Project (St. Kitts and Nevis)
Project Description: Based on its national development strategy, the government of St. Kitts and Nevis has sought assistance from the government of Taiwan as to improving the country’s use of renewable energy. At present, fossil fuels represent the major means of power generation in St. Kitts and Nevis, so electricity costs are very high and significantly affected by fluctuations in the international price of oil. To reduce such impacts, the government of St. Kitts and Nevis is keen to develop renewable energy as a means of lowering the financial burden associated with energy expenditures.

An initial survey of St. Kitts and Nevis’ energy structure by a Taiwanese consultant found that the Ministry of Housing, Public Works, Energy and Public Utilities has set a target of meeting 50 percent of demand for electricity via renewable energy by 2015. Although it may prove to be very difficult to achieve this goal quite so soon without having a solid Renewable Energy Development Action Plan or sufficient support in terms of technology and finance, St. Kitts and Nevis still looks forward to having a resident Taiwanese consultant provide policy and advisory technical assistance, assisting in formulating the appropriate renewable energy policies, strategies and procedures in pursuit of its target as soon as possible in the future.

Project Objectives: The objective of this project is to assist the government of St. Kitts and Nevis in developing renewable energy development strategies, building a robust environment in which to develop renewable energy and promote the utilization of such energy.

Current Progress: To the end of October 2015, the following activities have been completed:
In 2013:
1.Drafted a Renewable Energy Development Framework.
2.Drafted Electricity Regulations for Grid-tied Renewable Energy Power Systems.

In 2014:
1.Completed a review of renewable energy development worldwide.
2.Drafted a Human Resources Investigation and Training Plan.
3.Held two panel discussions on renewable energy development.
4.Drafted Short-, Medium- and Long-term Goals for Renewable Energy Development.
5.Drafted an Investigation Report on Power Plants and Power Transmission and Distribution Systems.
6.Drafted Incentives for Implementing Renewable Energy Power Systems.
7.Drafted Renewable Energy Development Schema.

In 2015:
1.Completed a feasibility appraisal report on the site and scale of a solar farm.
2.Completed a draft report on the planning and design of a 1-2 MW solar power plant.
3.Held a panel discussion on renewable energy development.
4.Completed a draft report on the renewable energy efficiency policy and framework.
5.Complete a Draft Feasibility Study on Solar Energy System Training and Education.

Projected Benefits: It is expected that the project will:
1. Oversee the posting of energy experts to the Ministry of Housing, Public Works, Energy and Public Utilities for 12 months so as to assist in the formulation of the country’s (solar photovoltaic-based) renewable energy development strategy.
2. Promote and gather a consensus on the development of renewable energy through the organization of four forums.
3. Yield a survey of the country’s current transmission and distribution systems, to serve as a reference in planning the construction of renewable energy facilities.
4. Yield an inventory of human resources relating to renewable energy technologies in St. Kitts and Nevis, and provide technical training.
