Organizational Framework
POLICY AND PLANNING DEPARTMENT
- Formulates TaiwanICDF foreign assistance policies
- Coordinates planning of international assistance operations
- Plans and implements humanitarian assistance
- Maintains connections with international organizations
- Handles PR and external relations for the Fund
- Creates and publishes promotional materials and other print and electronic publications
- Manages the TaiwanICDF website
BANKING AND FINANCE DEPARTMENT
- Provides financing and investment for economic development projects
- Oversees credit guarantee operations
- Manages the financial affairs of the Fund
- Supervises cofinancing with international organizations
TECHNICAL COOPERATION DEPARTMENT
- Implements technical cooperation programs including agricultural, fisheries,trade and investment, industrial service, and other projects
- Provides advisory services, including services to SMEs
- Manages the Taiwan Overseas Volunteers
- Conducts special research projects
INTERNATIONAL HUMAN RESOURCE DEVELOPMENT DEPARTMENT
- Implements economic, trade, IT, and agricultural training projects
- Provides scholarships to international students
- Implements human resources training with international organizations in developing countries
- Helps overseas participants trained by the Fund to establish TaiwanICDF Alumni Societies to maintain long-term, friendly relations with Taiwan
ADMINISTRATION AND MANAGEMENT DEPARTMENT
- Administers the TaiwanICDF personnel management system
- Handles procurement matters
- Manages general and administrative matters
- Oversees personnel and administrative regulations and mannuals
AUDITING OFFICE
- Follows up key resolutions of the board of directors or matters entrusted by the secretary general
- Conducts special inquiries on, and follows progress of, key activities as well as project implementation procedures
- Investigates and analyzes causes and proposes solutions in problematic cases
ACCOUNTING OFFICE
- Compiles and is responsible for annual budgets and final financial statements
- Prepares interim and annual financial statements
- Allocates expenditures and disburses funds, handles bookkeeping and maintains statistical data
INFORMATION TECHNOLOGY OFFICE
- Designs, implements, and manages information safety ploicies
- Plans, creates, and maintains applied databases
- Sets up, manages, and maintains information hardware
- Manages, audits, and assesses information hardware and software intellectual property, copyrights, and usage
- Provides information hardware and software information services and training
LEGAL AFFAIRS OFFICE
- Screens, interprets, and compiles regulations
- Consults, reviews, and amends contracts
- Provides consultations on legal affairs and disputes
- Gives assistance in legal cases that are outsourced
