Technical Cooperation

Project Name: One Town, One Product Project (Honduras)
Project Description:

This project will be rolled out via four interconnected operations: (1) training seed personnel; (2) developing local organizations; (3) creating a brand image; and (4) promoting OTOP in the marketplace. The initial stages of the project will involve making policy recommendations and selecting seed personnel to receive specialist teacher training, so as to strengthen the functions of local organizations, integrate resources and promote best practices among local businesses, which will improve service quality and image. Each of the project objectives will then be implemented by improving the operations of specialty businesses and expanding promotional activities.

Following the existing framework put in place by the Ministry of Foreign Affairs, the TaiwanICDF will dispatch a project manager to assist in promoting this case and to handle project coordination and communication. The project manager will also control the project budget, oversee the progress of project implementation and review the executive report submitted by the Corporate Synergy Development Center on behalf of the TaiwanICDF. The executive report will be submitted to the Taiwanese embassy in Honduras, with copies to the TaiwanICDF and the Ministry of the Presidency, Honduras, for the purpose of auditing and reporting on expenses.

One Town, One Product (OTOP) Project (Honduras)

Project Objectives: The objective of this project is to draw on Taiwan’s own extensive experience of developing distinctive local industries to assist Honduran authorities to develop similar industries. The overall vision behind the project is to transform Honduras into a model for the development of distinctive local industries throughout Central America by strengthening industries’ brand imaging, enhancing the appeal of local industries and their home towns, increasing employment opportunities and local economic prosperity, promoting high standards of service, exploiting business niches, and expanding the tourist market and increasing revenues from sightseeing.

Implementation Arrangement:

The Ministry of Foreign Affairs has commissioned the Corporate Synergy Development Center (CSD) to assist the Office of the President of Honduras to implement the project, and commissioned the TaiwanICDF to assign a project manager to act on behalf of the government of the Republic of China (Taiwan) to manage and monitor the project.

As of 2014, the Honduran government has been overseeing implementation independently.

Current Progress:

To the end of December 2014, the following activities have been completed:

In 2012:

  1. Held a press conference to mark the start of the OTOP project.
  2. Visited and analyzed the potential of local businesses.
  3. Carried out innovations to the design of products and improved product quality; held learning events and an intensive training course.
  4. Established the Valle de Angel Ceramic Association.

In 2013:

  1. Designed and published the OTOP Valle de Angel website.
  2. Held the Great Shops Award Presentation and the OTOP Design Awards Presentation and Ceremony.
  3. Procured ceramics equipment and held a training course on the operation of automatic production equipment.

In 2014:

  1. Completed the printing of the Valle de Angeles bilingual tour map.
  2. Completed the design and printing of handicraft product packaging.
  3. Participated in the Central America International Travel Fair.
  4. Completed an airport display window.
  5. Completed the compaign film.
Projected Benefits:
  1. Impact: An improvement in local incomes and an increase in employment opportunities leading to a reduction in poverty in Honduras.
  2. Outcome: The creation of a business development model for unique local industries in Honduras.
  3. Output: The establishment of a benchmark case of OTOP development in Honduras.
