Taiwan Technical Mission in Nicaragua Using Creativity and Technological Elements to Create a New Era of Foreign Aid Work

Taiwan Technical Mission, implemented by the International Cooperation and Development Fund (TaiwanICDF), operates many projects around the world to contribute Taiwan’s technical ability and experience, especially in agriculture, public health and medical care, small and medium enterprise (SME) development, information and communications, education, and environment, to help other countries solve development problems. Recently, more and more young experts with a master's or doctorate degree have been involved in this field. They have an open vision, enthusiasm, and new knowledge, having just left academia, and bring innovative ideas and new tools to our foreign aid work.

As an example, Taiwan Technical Mission in Nicaragua had predecessors lead the new generation of people in their 20s to 30s to work as a team, contributing to many areas such as agriculture, plant protection, molecular biology, and bio-information. Since last year, Taiwan Technical Mission in Nicaragua has been cooperating with the International Center for Tropical Agriculture (CIAT) to implement a climate change project, using big-data analysis to integrate Nicaragua’s data on soil fertility, real-time rainfall climate, annual pests and diseases change into a mobile app to try and enhance farmers’ accessibility to technical knowledge. This app Arroz Nica is available on the Google Play app store. In addition, Taiwan Technical Mission in Nicaragua also published the study "Bean crop cycle records from technology validation areas and seed banks." This study analyzed the common bean production with meteorological and geographical information in nine provinces of Nicaragua from 2016 to 2019, and has been uploaded to Harvard Dataverse.

With experience in big data analysis and mobile app development, Taiwan Technical Mission in Nicaragua worked with the National Technological Institute (INATEC) and the Nicaraguan Institute of Territorial Studies (INETER) and took the initiative to form a team to participate in the third Taiwan Presidential Hackathon competition under the name "Keep Our Country Clean." The principle proposal is using open data to analyze the changes in the volume of waste in Nicaragua and draw up a plan for removal and transportation. At present, the team has been selected as one of the seven teams in the finals, and will strive to win the prize and come to Taiwan to meet the president.

In addition, Taiwan Technical Mission in Nicaragua continues to introduce more scientific and technological elements in many ways. Many proposals have been discussed and integrated into feasibility studies, and we hope that these proposals will be implemented into practical work in the future, including the application of genetic geographic calculation technology to establish Central American weed-type red rice transmission mode, using image analysis to accelerate field studies, or using drones to monitor diseases development, etc. We expect that these new technologies can be used in the near future to expand the effectiveness of the projects and benefit more people.
