International Cooperation and Development Fund (TaiwanICDF) ICT Training Course Featured on St. Vincent and the Grenadines Radio

Since 2010, the International Cooperation and Development Fund (TaiwanICDF) has cooperated with the Government of St. Vincent and the Grenadines (SVG) on ICT projects. In February this year, the resident project manager and two Taiwan Youth Overseas Service draftees of the Electronic Document and Records Management System (EDRMS) Project, implemented in 2016, were invited by the National Broadcasting Corporation to introduce the project’s achievements. In the program, they shared aspects of Taiwanese culture, as well as their experience in teaching the project’s new ICT training course.

Conducted in conjunction with the Division of Adult and Continuing Education, the six-week course was rolled out on March 8. The course consisted of two levels – basic and advanced. Contents of the course were easy to understand and straightforward, and participants of the advanced level were eager to present their first development of an app, telling everyone excitedly “We know how to design apps, too.” The training not only improved the students’ IT skills, but also boosted cultural exchange between Taiwan and SVG. Lacking in information technology, standardized operating procedures and systematic management of audit mechanisms, the Government of SVG is unable to trace and manage documents effectively, which undermines administrative efficiency. In view of this, the TaiwanICDF implemented the EDRMS Project in 2016 with the objective to establish an EDRMS and public key infrastructure. In addition, the project aims to gradually improve the IT skills of related personnel through training courses.

The project reflects Taiwan’s foreign aid policy with an emphasis on making full use of Taiwan’s competitive advantages and resources. Since 1998, the Taiwan government has advocated e-government to improve administrative efficiency, and this experience can assist SVG to strengthen governance capacity and efficiency to benefit the people of SVG.
