Project Name: Government Island Wide Network Project (St.Lucia)
Project Description: According to St. Lucia’s Population and Housing Census 2010 indicated that less than half of the population, only 43% has access to the internet, with the highest percentage concentrated in the north of the Island namely Castries and Gros-islet, resulting in "Urban and rural digital divide" and "Home network penetration" . In order to improve the problems, the project use Taiwan’s advantages in ICT and successful experiences to help St. Lucia develop WLAN(Wireless local Area Network) in public areas (government organizations, schools, remote areas) of cities and towns, providing residents, tourists, and businessmen with free or low-cost Internet. It will increase Internet use and encourage the government and companies to take advantage of this infrastructure to provide diverse and innovative services, as well as establishing "information security and Internet monitoring" and "ability development and applied innovation," promoting convenient educational and tourist services.

Current Progress: Up to the end of September 2018, the following activities have been completed:
1.Completed the signing of the Government Island-wide Network (GINet) Project between the Government of St. Lucia and the government of the Republic of China (Taiwan).
2.Completed the tender process for consultancy and implementation.
3.Completed the processes of clearance, acceptance and storage of equipment for the implementation phase of the project.
4.Completed the signing of the contract between the St. Lucia government and local installers for installing the equipment.
5.Completed the installation of backbone and hotspot.
6.Held training courses for 123 users and special training sessions for two technical staff.
7.Conducted promotional activities, including setting up a GINet Facebook page and portals for each area with Wi-Fi.
8.Completed three areas of GINet WiFi launch, five portals and the installation of 19 GINet WiFi signs.
9.GINet operation phase has started.
10.Completed six sessions of cybercrime prevention awareness training and trained 459 students and teachers of primary and secondary schools.
Project Performance: 1.Outcome:Enhance Internet penetration rate of 5%
2.Outputs:
(1)Operations and maintenance center, Operations and maintenance Center, Online management platform.
(2)Long-term network development strategy, Operations maintenance management rules.
(3)5 qualified persons for operational and management, 2 qualified for call center, 10 Internet service technician.
