Project Name: Farmers Training Cooperation Project (Papua New Guinea)
Project Description: The 2050 national development goals announced by the PNG government include seven strategic targets, of which agricultural development is one of the key issues. The objective is to replace a portion of agricultural imports and to develop a semi-commercial agricultural production model able to cope with the expanding domestic market, as well as improve the production skills of local farmers so as to enhance crop quality and increase farmers’ income.

Appraising problems and opportunities in terms of technical assistance to PNG finds that training and agricultural extension systems are disorganized and lack horizontal connections, that there are insufficient numbers of government extension staff to provide local farmers with technical assistance, and that it is difficult to promote agriculture among the public due to cultural and geographical differences. In addition, as smallholders do not feel the need to make technical improvements or plan ahead with production, local agricultural outputs are insufficient and quality is unstable, and both farming and livestock rearing practices are uncompetitive, making it difficult to meet domestic market demand.

The main content of this project will include:

  1. Establishing training centers at which to train agricultural extension staff and farmers.
  2. Integrating farmer education and promotion with technical consultation services systems.
  3. Improving current seed propagation techniques.
  4. Conducting evaluation of training effectiveness.

The project’s specific work components will include:

  1. Establishing two agricultural training and extension centers, training 5,200 individuals, and training 120 seed instructors for the extension system established by the Department of Agriculture and Livestock and related units and farmers with related backgrounds.
  2. Designing 10 sets of standard farmer training materials, three sets of farm management training materials, one set of seed instructor training materials, six crop production manuals and one farm management manual.
  3. Increasing seed production of major crops by at least 30 percent, training 1,000 farmers to use certified seed as part of their production activities.
  4. Completing a training effectiveness report at project completion.

Project Objectives:
  1. Establishment of agricultural training and extension centers:
    1. Establish two agricultural training and extension centers by project completion.
    2. Train 5,200 individuals by project completion.
    3. Train 120 seed instructors for the extension system established by the Department of Agriculture and Livestock and related units and farmers with related backgrounds.
  2. Integration of farmer education and promotion with technical consultation services systems:
    1. Design 10 sets of standard farmer training materials and three sets of farm management training materials.
    2. Design one set of seed instructor training materials.
    3. Design six crop manuals and one farm management manual.
    4. Assist farmers in two areas to establish demonstration farms in their villages.
    5. Hold 10 farmer experience-sharing conferences.
  3. Improvement of current seed propagation techniques:
    1. Increase seed production of major crops by at least 30 percent.
    2. Train 1,000 farmers to use certified seed as part of their production activities.
  4. Evaluation of training effectiveness:
    1. Complete a training effectiveness report at project completion.

Current Progress:

To the end of  June 2018, the following activities have been completed:
1.Establishment of 2 agricultural training and extension centers:
  (1)Completed the building and designed the field of two agricultural training and extension centers.
  (2)Selected 43 core farmers.
  (3)Conducted 65 training courses for farmers (1,782 farmers).
2.Integration of farmer education and promotion with technical consultation services systems:
  (1)Completed 10 sets of standard farmer training materials.
  (2)Completed 10 crops production manuals (rice, peanut, sweet potato, sweet corn, watermelon and taro).
  (3)Established 14 demonstration farms, hold 10 field days and hold 5 annual meetings.
3.Improvement of current seed propagation techniques:
  (1)Assisted the National Agricultural Research Institute in planting at Bubia farm, including rice over 3.6 hectare, taro over 0.5 hectares and sweet potato over 0.5 hectares.
  (2)Encouraged 690 farmers to use certified seeds.

Projected Benefits: 1.Strengthen two agricultural training and extension centers in Papua New Guinea.

2.Provide training for 120 seed instructors and 5,200 individuals.

3.Yield seven training manuals and 13 sets of training materials, and oversee the establishment of two demonstration farms and the organization of 10 conferences.

4.Increase seed production of major crops by at least 30 percent and provide training for 1,000 farmers to use certified seed as part of their production activities.

5.Yield a training effectiveness report and a seed instructor analysis report.
