Project Name: Consultancy Project for the Management of Hydraulic Systems and Rice Production in the Bagré Reclamation Area (Burkina Faso)
Project Description: One agricultural expert and one hydraulic technology consultant will be stationed in Bagré, Burkina Faso, to respond to an ongoing deficit in management capacity associated with the maintenance of irrigation systems and cultivation techniques for paddy rice varieties at the Bagré Reservoir Management Office (MOB).
Overall, this project will:
  1. Assist in the management of the rice nursery, regularly renewing seed stocks in order to generate above-average standards in rice production.
  2. Improve the local farmers’ organization and provide training sessions and demonstration workshops.
  3. Assist the MOB to manage and establish standard operating procedures (SOP) for the operation of irrigation systems in the Bagré reclamation area.
  4. Plan for the operation of the irrigation system and the management of 1,500 hectares of farmland on the left bank of the new reclamation area; provide assistance to build the capacity of local agricultural officers.

Project Objectives: The objectives of this project are:
  1. Assign one agricultural expert and one hydraulic technology consultant to provide advice and guidance in the Bagré reclamation area managed by the MOB.
  2. Provide assistance to improve the rice farmers’ organization operating in the reclamation area.
  3. Renew and propagate stocks of high-quality rice seed.
  4. Provide technical guidance on managing hydraulic irrigation systems.
  5. Consult on planning activities for 1,500 hectares of irrigated farmland on the left bank of the new reclamation area.

  3. Bagré Reservoir Management Office in Burkina Faso
Implementation Arrangement: Members of the TaiwanICDF will provide technical assistance and assistance for capacity building.
Current Progress:

To the end of September 2014, the following activities have been completed:

  1. Worked with the MOB to review the current three-grade rice seed production system and completed a draft of a management strategy for the rice breeding system.
  2. Continued to guide farming organizations and completed a proposal for a new operating model for local farming organizations; completed planning for training sessions on rice breeding and cultivation techniques.
  3. Completed a draft proposal for the development of 1,500 hectares of land on the left bank reclamation area.
  4. Continued to work with the MOB to perform regular inspections of hydraulic irrigation systems; assisted in the establishment of standard operating procedures (SOP) for water resource management in the Bagré reclamation area.
  5. Continued to train four MOB hydraulic technicians; assisted the MOB to prepare the first training workshop for irrigation systems management.

Projected Benefits:
  1. The project will provide assistance for rice production in the Bagré reclamation area, improve operations at farmers’ organizations in every village, increase cultivation rates, and promote sustainable cultivation techniques in accordance with management regulations.
  2. Assistance provided to the MOB to review current three-grade rice seed production system will yield updated regulations for handling rice seeds, thereby promoting the sustainable propagation of high-quality rice seeds and maintaining standard yields and quality for rice produced.
  3. The project will ensure that irrigation water can be carried to all areas of the reclamation area through the development of hydraulic management units at farmers’ organizations in each village in reclamation area and by promoting the maintenance of well-operated systems.
