Project Name: Agricultural Marketing Project (Guatemala)
Project Description: This project will assist the Guatemalan government to strengthen small-scale farmers’ production and management skills, achieve quality assurance and establish direct export mechanisms for their products.

Overall, this project will:

  1. Assist the Guatemalan Ministry of Agriculture, Livestock and Food (MAGA) to provide guidance to small-scale farmers on gaining agricultural production certification.
  2. Assist the MAGA to establish Good Manufacturing Practices, meet export quarantine specifications and introduce post-harvest handling technologies and related systems.
  3. Assist farmers’ organizations to enhance their agricultural enterprise management capabilities, as well as increase profitability, productivity and competitiveness.

Project Objectives: The objectives of this project are:
  1. Promote “Aid for Trade” as a new model for international cooperation and development.
  2. Assist Guatemalan farmers to improve the competitiveness of their products in the market.
  3. Alleviate poverty in rural areas by expanding export markets for agricultural products.
Executing Agency:
  1. Taiwan Investment and Trade Service Mission in Central America
  2. Ministry of Agriculture, Livestock and Food (MAGA) (Republic of Guatemala)
Implementation Arrangement: Members of the Taiwan Investment and Trade Service Mission in Central America will provide technical assistance and assistance for capacity building.
Current Progress: To the end of December 2012, the following activities have been completed:
  1. Unified two organizations of small-scale producers’ associations into joint-exporting groups in order to expand export opportunities.
  2. Assisted five farmers’ organizations to participate in domestic and international promotions or exhibitions in order to expand domestic and export markets.
  3. Assisted two farmers’ organizations to improve production and packaging facilities, pesticide testing operations, water quality, soil testing operations and disease prevention measures, in order for produce to meet quarantine standards for export, to improve product quality and competitiveness, and to strengthen the capacity to access U.S. markets.
  4. Assisted  eight farmers’ organizations to enhance agricultural enterprise management, as well as increase profitability, productivity and competitiveness.
  5. Provided training to members of the MAGA’s regional offices in anticipation of project handover and built capacity in project implementation.
  6. Organized an ad hoc project handover team, established a handover schedule and clarified the responsibilities of participating stakeholders.
  7. Worked with participating stakeholders to investigate new agribusiness projects that could be implemented after 2012.

Projected Benefits:
  1. Create access to markets and establish a buyer’s database, then match export opportunities for agricultural products with existing data sources.
  2. Assist export-oriented farmers’ associations to design catalogs and new packaging for their products, producing 3,000 copies of promotional materials.
  3. Organize courses or workshops on product inspection and international food safety certification for the benefit of 150 participants.
  4. Assist two farmers’ associations to improve production and packaging facilities, pesticide testing operations, water quality, soil testing operations and disease prevention measures.
  5. Conduct training courses on agribusiness administration for 150 participants and the management of the MAGA project team.
  6. Complete the transfer of the project to the MAGA.
