The TaiwanICDF's core operations focus on technical cooperation, investment and financing, and international human resource training projects. The aim of these operations is to share Taiwan’s successful development experience with friendly and allied nations and assist in their long-term economic development. In addition, the TaiwanICDF also provides friendly and allied countries with short-term emergency relief in times of need to support their long-term development. This is the reason of the Fund’s humanitarian assistance operations.
Starting in 2001, the TaiwanICDF formally began appropriating budgets for international humanitarian assistance projects to be able to react quickly to natural disasters or international refugee crises. Our humanitarian assistance projects include post-disaster and post-war recovery and reconstruction, improvement of essential medical equipment, donation and transport of goods, and alleviation of poverty.
Regarding the post-disaster and post-war recovery and reconstruction project, the fund usually using its investment and lending core operation to implement. At the end of October 1998, Hondurans and other Central Americans experienced a terrible nightmare-- Hurricane Mitch. TaiwanICDF made every effort to provide emergency aid to our best friend, Honduras, Nicaragua, El Salvador and Guatemala, committed long–term loan for Emergency Recovery Program.
For the TaiwanICDF's international medical assistance, the fund has cooperated with the Taiwan Nongovernmental Hospitals and Clinics Association to establish the Strategic Alliance for International Health and Medicine in 2006. Following the needy of Taiwan's diplomatic allies, the TaiwanICDF would from a Mobile Medical Mission for the outreach clinic service or a health education campaign. Till now, TaiwanICDF had dispatched 12 Mobile Medical Missions to our allies and friendly nations during the past years. The effort of Mobile Medical Mission could touch deep into areas far from urban centers and win the praise of local citizens, also provides a positive image for Taiwan's participation in global medical assistance work.
The main strategies of the TaiwanICDF1、Using Short-term Assistance to Underpin Long-term Development
For providing TaiwanICDF’s successful experience in technical assistance, human resource development, micro-lending and overseas volunteers to friendly and allied countries, maximizing the effects of leveraging in assistance projects to create a wide range of benefits. Short-term humanitarian assistance projects help to underpin and ensure the success of long-term development projects.
2、Integrating Domestic and Foreign Resources to Act as a Platform in Transporting Goods Overseas
The TaiwanICDF works in conjunction with the government’s “people’s diplomacy” policies. It cooperates with local and foreign NGOs and helps coordinate resources among NGOs to provide a platform for cooperation. It also establishes avenues to facilitate communication. The TaiwanICDF successfully serves as a catalyst for international cooperation. For instance, activities to provide assistance to war-ravaged Iraq and to South Asia after the tsunami point to the achievements of the TaiwanICDF in coordinating the efforts and resources of local and foreign NGOs.
